The CLME+ Project assists participating countries from two large marine ecosystems (LMEs) in improving the management of their shared Living Marine Resources through an Ecosystem-Based Management approach:

the Caribbean Large Marine Ecosystem
the North Brazil Shelf Large Marine Ecosystem

The combination of those two LMEs is referred to as the CLME+ region, bordered by over 35 States and Territories. This vast marine area (4.4 million km²) is a major contributor to regional economic development and is key to many globally relevant ecological processes. [caption id="attachment_583" align="alignnone" width="1920"] The CLME+ Region consists of two Large Marine Ecosystems[/caption] The CLME+ region is regarded as one of the most geopolitically diverse and complex sets of LMEs in the world. The culturally diverse countries and territories that border this maritime area range from among the largest (e.g. Brazil, USA) to among the smallest (e.g. Barbados, St. Kitts and Nevis) and from the most developed to the least developed in the world. Both the marine resources as well as key problems affecting these resources (overfishing, pollution, habitat degradation and climate change) are shared to a very large extent by the many territories that make up this region. Highly variable progress exists across the region with regard to ocean and living marine resources governance. Capacities for living marine resources management vary considerably at national, sub-regional and regional levels.

CLME+ Project Steering Committee

A first Project Steering Committee (PSC) was established on January 2016 to oversee project execution and to ensure continued regional ownership. The PSC provides overall strategic policy and management direction for the project and plays a critical role in reviewing and approving the project planning & execution conducted by the PCU, the Executing Agency and the PEG members. In line with the adoption of an adaptive management approach, the PSC reviews project progress, makes recommendations and adopts the (biennial) project work plans and budget. It is expected that three meetings of the Steering Committee will take place during the project implementation period:

the Project Mid-Term Meeting
the Final Project Meeting.

The CLME+ Project Steering Committee is composed of:

National Representatives from all participating States
Representatives from Dependent Territories within the CLME+ Region (France, Netherlands, United Kingdom, United States)
Representative of the GEF Agency (UNDP)
Representatives of the Executing Agency (UNOPS)
Representatives of the Project Partners
Representatives of key co-financing partners (CLME⁺ partnership members)

Additional stakeholder representatives from private sector, academia, CSOs, NGOs etc. can be invited to become members of the PSC during the project execution.

CLME+ Project: Catalysing implementation of the Strategic Action Programme (SAP) for the sustainable management of shared Living Marine Resources in CLME+ region.

The objective of the CLME+ Project is to facilitate Ecosystem-Based Management (EBM) and the implementation of the Ecosystem Approach to Fisheries (EAF) in the CLME+ region, in order to ensure the sustainable and climate-resilient provision of goods and services from shared living marine resources. Given its regional and comprehensive nature, the CLME+ Project is uniquely positioned to address the root causes of environmental degradation, in particular the gaps and weaknesses in transboundary and cross-sectoral governance arrangements. In this same context, the project will assist stakeholders in achieving improved coordination, collaboration and integration among the wide array of ongoing and newly planned projects and initiatives that are of relevance to the wider objectives of the CLME+ SAP.

CLME+ SAP: A 10-year Strategic Action Programme (SAP) for the sustainable management of shared Living Marine Resources in the Caribbean and North Brazil Shelf Large Marine Ecosystems (CLME+ region).

The CLME+ SAP (2015-2025) is a key output for the first UNDP/GEF CLME Project (2009-2014). Numerous sister UN agencies, global and regional institutions and organisations, and more than 20 countries from the CLME+ region contributed to the development of the SAP.

Through the CLME+ SAP, priority strategies and actions required to improve the transboundary governance and management of shared living marine resources have been identified and agreed upon. The CLME+ SAP has been politically endorsed by more than 30 ministers of 25 countries of the CLME+ region.

CLME+ Project Components

The CLME+Project consists of five complementary and inter-linked components. They reflect the Project Rationale and Strategy, and are designed to collectively deliver the Project’s objective: Facilitating Ecosystem-Based Management and Ecosystem Approach to Fisheries in the CLME+ region for the sustainable and climate resilient provision of goods and services from shared living marine resources.

Each project “component” bundles a particular kind of activities and expected “outputs” or needs. Together, the activities (and associated outputs) bundled under a single project component will typically contribute to more than one “SAP Strategy”. Consequently, any given project components’ “outcome” (i.e. result) will generally relate to multiple SAP Strategies.

The CLME+ Project’s actions for structural changes in institutional, policy and legal frameworks (Project Component 1, C1), and for increased human and institutional capacity and knowledge (C2), will be combined with a progressive implementation of measures that will lead to “stress reduction”, including innovative interventions, and initiatives geared towards the replication and the incipient up-scaling of early results (C3). In this way, as the region prepares for a major up-scaling of investments under the SAP: methods, technologies and techniques will be tested; best practices will be captured; and lessons learnt will be documented and shared.

In addition to the above, high-priority investments needed to achieve large-scale stress reduction in the medium term will be analysed under the CLME+ Project, and associated investment opportunities and options will be identified and agreed upon (C4). Results from this process will facilitate full-scale implementation of the CLME+ SAP (this is expected to result in a major up-scaling, towards the second half of the first decade of SAP implementation and beyond, of on-the-ground actions in the CLME+ region).

Synergies among projects and initiatives in the CLME+ region will be fostered through the monitoring and assessment frameworks and the knowledge management and exchange mechanisms developed and implemented under Project Component 5. This component will further provide the means to track progress towards both specific and overall objectives of the CLME+ SAP, and offer meaningful guidance for project managers and practitioners, regional governments and stakeholders, and donors alike, as it will facilitate both adaptive management and the identification of opportunities for synergies and collaboration.

The above approach is consistent with the aim of achieving enhanced human well-being (as a consequence of improved marine ecosystem status and protection) by addressing several of the most important root causes of environmental degradation in the Caribbean:

weak governance arrangements (e.g. C1),
lack of human and financial capacity (e.g. C1, C2, C3 & C4),
inadequate knowledge, awareness and participation (e.g. C2, C3, C4 & C5),
inadequate ecosystem valuation in decision-making (e.g. C2, C3, C4 $ C5), etc.

UN agencies and regional partners convened on sustainable fisheries and a healthier marine environment

Cartagena de Indias, Colombia. September 13, 2016 – Key partners of the Caribbean and North Brazil Shelf Large Marine Ecosystems Project (“the UNDP/GEF CLME+ Project”) assembled from 6 to 9 September in Miami to discuss and plan coordinated action towards the sustainable management and use of living marine resources in the region. Photo: CLME+ PCU[/caption] Pollution, habitat degradation and unsustainable fisheries and fishing practices have increasingly impacted ecosystem health in the CLME+ region. To address these issues, the region adopted a 10-year Strategic Action Programme (“the CLME+ SAP”, 2015-2025), working towards the long-term vision of “a healthy marine environment that provides benefits and livelihoods for the well-being of its people”. The action programme, which to date has been politically endorsed by 24 countries, is being catalysed through a 5-year project, “the CLME+ Project”, implemented by the United Nations Development Programme. The Project which is supported by the Global Environment Facility through a grant of USD 12,5 million, initiated activities in 2015. It will facilitate Ecosystem-Based Management and the implementation of an Ecosystem Approach to Fisheries in the region. It gives special attention to key fisheries, such as spiny lobster, flyingfish, shrimp and ground fish, as well as key marine and coastal habitats such as mangroves and coral reefs. To support CLME+ Project and SAP implementation, a growing alliance of partner organisations is now under the making, including CLME+ countries, several UN bodies, Inter-Governmental Organisations and Non-Governmental Organisations native to the CLME+ region. Meetings Tuesday and Wednesday saw the CLME+ Project Executive Group convene for its second session since the project´s start in 2015, with representatives from CANARI, CERMES-UWI, CRFM, GCFI, FAO, IOC of UNESCO/IOCARIBE, OSPESCA, UNEP-CEP, UNDP GEF, UNOPS and the CLME+ Project Coordination Unit (PCU). They examined current project progress, shared experiences through presentations and discussions, and reviewed the work plan for the coming year. The session followed up on the recommendations of the first meeting of the CLME+ Steering Committee, which was held earlier this year in Cartagena, Colombia, and which counted with the participation of representatives from 22 countries. Thursday and Friday, representatives from the following Inter-Governmental Organisations with a formal mandate for fisheries and environmental protection in the region convened to evaluate and further plan overall progress under the 10-year CLME+ Strategic Action Programme: UNEP CEP, IOC of UNESCO, FAO/FAO-WECAFC, OECS Commission, CARICOM Secretariat, CRFM and OSPESCA. Forthcoming work expected under the CLME+ Project and SAP includes, amongst others the initiation of the development of region-wide action plans to deal with illegal, unregulated and unreported fishing, the protection and restoration of key marine habitats, the reduction of pollution from land-based sources, and the development of a collaborative effort to map and report on the state of the marine ecosystems in the region.

About CLME+ Project The UNDP/GEF CLME+ Project is a 5-year project (2015-2020) implemented by the United Nations Development Programme (UNDP) and co-financed by the Global Environment Facility (GEF). The CLME+ Project is executed by the United Nations Office for Project Services (UNOPS), in close collaboration with a large number of global, regional and national-level partners. The regional Project Coordination Unit is located within the IOCARIBE Offices of the IOC of UNESCO, in Cartagena, Colombia. CANARI The Caribbean Natural Resources Institute aims to promote and facilitate equitable participation and effective collaboration in the management of natural resources critical to development in the Caribbean islands, so that people will have a better quality of life and natural resources will be conserved, through action learning, research, capacity building, communication and fostering partnerships. CERMES/UWI The mission of the Centre for Resource Management & Environmental Studies of the University of the West Indies is to make a significant contribution to sustainable development in the Caribbean region. It responds to the concerns of member countries regarding incorporation of environmental issues into sustainable development by creating a multidisciplinary programme. CARICOM The Caribbean Community is a grouping of twenty countries, stretching from The Bahamas in the North to Suriname and Guyana in South America. It is home to approximately sixteen million citizens. CARICOM rests on four main pillars: economic integration, foreign policy coordination, human and social development and security. CRFM The Caribbean Regional Fisheries Mechanism is an intergovernmental organisation and specialized institution of the CARICOM mandated to promote and facilitate the responsible utilisation of fisheries and other aquatic resources in the region. FAO-WECAFC The general objective of the Western Central Atlantic Fishery Commission of the Food and Agricultural Organisation of the United Nations is to promote the effective conservation, management and development of the living marine resources of the area of competence of the Commission, in accordance with the FAO Code of Conduct for Responsible Fisheries, and address common problems of fisheries management and development faced by members of the Commission. GCFI The Gulf and Caribbean Fisheries Institute is a not-for-profit organisation that promotes the exchange of information on the use and management of marine resources in the Gulf and Caribbean region. GCFI endeavours to involve scientific, governmental, and commercial sectors to provide a broad perspective on relevant issues, and to encourage dialogue among groups. GEF The Global Environment Facility is a financial mechanism that promotes international cooperation and fosters actions to protect the global environment. The GEF helps developing countries and those with economies in transition to meet the agreed incremental costs of measures designed to achieve global environmental benefits. IOC of UNESCO/IOCARIBE IOCARIBE is a regional subsidiary body of the UNESCO Intergovernmental Oceanographic Commission (IOC). It is the IOC Sub-Commission for the Caribbean and adjacent regions and is responsible for the promotion, development and coordination of IOC marine scientific research programmes, the ocean services, and related activities, including Capacity Development for the benefit of its Member States. OECS The Organisation of Eastern Caribbean States is an economic union comprising of ten islands located in the Eastern Caribbean that promote the unification of economic and trade policies between its member states. OSPESCA The role of the Central America Fisheries and Aquaculture Organisation is to encourage the development and the coordinated management of regional fisheries and aquaculture activities in the context of the Central American integration process. UNDP The United Nations Development Programme helps countries developing policies, leadership skills, partnering abilities, institutional capabilities and building resilience in order to sustain development results. As a GEF Agency, UNDP implements a global portfolio of GEF co-funded Large Marine Ecosystem projects, among which the CLME+ Project. UNEP-CEP The Caribbean Environment Programme of the United Nations Environment Programme provides the programmatic framework for the Cartagena Convention adopted in 1983. This Convention is a regionally binding treaty that seeks to protect and develop the marine environment of the Wider Caribbean Region. UNOPS The United Nations Office for Project Services mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner.

Our CLME+ subproject towards an Ecosystem Approach to fisheries for the Caribbean spiny lobster was officially launched last week in Managua, Nicaragua, during the extraordinary meeting of the Executive Committee from Sica Ospesca. The CLME+ Project is co-funded Global Environment Facility and implemented by United Nations Development Programme - UNDP. Its regional scope comprises the Caribbean and the North Brazil Shelf Large Marine Ecosystems.

November 8, 2016 – Over 60 scientific and technical experts from the Wider Caribbean Region (WCR), representing Governments, Research Institutions, Intergovernmental and Non-Governmental Organizations, and the Private Sector, were meeting in Miami from October 31st to November 4th 2016 to discuss current and emerging pollution and biodiversity issues impacting the Caribbean Sea. A 10-year Strategic Action Programme (SAP) to reverse environmental degradation in the CLME+ was endorsed at high political levels by over twenty countries within the region in 2013. The SAP puts considerable focus on priority actions that aim at dealing with root causes of environmental degradation such as weak governance arrangements and capacity and information gaps, and overall lack of coordination of efforts, as a result of geopolitical and sectoral fragmentation at the regional, sub-regional, national and local levels. In 2015, following the wide spread political support of the CLME+ SAP, the Global Environment Facility (GEF) released a USD 12,5 million grant to help catalyze implementation of the SAP through the 5-year UNDP/GEF CLME+ Project.

The SAP tackles root causes of habitat degradation, marine pollution and unsustainability of fisheries by combining actions for structural change with capacity building and high-priority management interventions and on-the-ground investments. Substantial focus has been placed on strengthening existing regional organisations responsible for the management of shared living marine resources. Through the CLME+ SAP, countries from the region committed to implementing a comprehensive package of coordinated “Strategies” and “Actions”. Six Strategies and four Sub-Strategies have been defined under the SAP, covering a total of 76 short-term (0-5 years) and medium-term (6-10 years) priority actions for better marine resources governance.
